ENVIRONMENTAL IMPACT
The conservation of the ecological surroundings, the care of the ecosystems, the biodiversity and the species threatened or in danger of extinction, as well as the environmental quality of the facilities, products and services, are factors that are being more and more important in the execution of the projects.
Until a few decades ago, the development projects did not take into consideration the ecological conditions of the zone of influence and the environmental damages that could be caused at the time of their construction and operation; a total dominion of the economic capital existed on the natural capital. Due to this, the ecosystems in Mexico and many countries around the world underwent significant environmental impacts, unfortunately many of them were irreversible.
Thus, the loss of the vegetation and biodiversity, the climatic changes, the extinction of flora and fauna species and the increasing shortage of vital resources like water, became more and more evident, giving birth to the first environmental protection groups, that cried out by the conservation of forests, reefs, beaches, and even native cultures, showing the evidences of the destruction caused by man. The environmental impact was wrongly considered as an associated inevitable effect to the human development.
This way, many projects that did not consider the aspects of environmental care were subject to the rejection by the population; the perception of the public opinion on the environmental risks of certain type of projects, combined to political questions and the handling of mass media by some sectors of the population created rejection groups that prevented the development of many projects, causing their definitive cancellation.
Nowadays we know that the environmental impacts can be avoided, mitigated and compensated, by being properly considered in the new projects of development that guarantee the conservation and the sustainable use of the natural resources.
From the planning process of the projects it is fundamental to consider the environmental conditions of the specific site and of the regional surroundings where they are located, and it is also necessary to identify and to evaluate the possible impacts and to generate constructive designs and processes that allow the prevention, mitigation and compensation of the possible impacts and guarantee the conservation and the sustainable use of the resources and the functional integrity of the ecosystems of the site and the region.
The fulfillment of the legislation and environmental regulation and of ground use must be considered. Everyday this is more and more detailed and specific for the diverse types of projects such as industrial facilities, urban, real-state and tourist developments, forest, agriculture advantages, golf courses, hotels and marinas, among others.
In Mexico, the majority of the projects must first elaborate a Manifestation of Environmental Impact and other studies, to obtain permissions in environmental matter and for the change of ground use on the part of Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT) and other state and municipal organisms of environmental management, that rely on the legislation and environmental regulation that establishes the guidelines to follow for almost any project or activity in our country.
The elaboration of the Manifestation of Environmental Impact and the definition and application of prevention, mitigation and compensation of environmental impacts measures, is an obligatory process to obtain the authorization of the development projects, it is also a good opportunity to integrate the designs, techniques, materials and technologies in the projects that allow for their construction and operation, with the minimum environmental impact, guaranteeing the conservation and the sustainable use of the natural resources; this way these projects turn out to be more profitable and attractive to the clients and users and obtain a greater acceptance by the community.
